In the opinion of His Majesty's Government another effort should first be inade to secure the general adhesion of the Powers, or at all events of all those Powers whose participation is considered essential to its proper working, and it has appeared to them that a favourable opportunity for such an effort is offered by the Peace Congress which is about to meet. His Majesty's Government therefore suggest that the question should be raised at the Congress with a view to the adoption of a resolution binding all the belligerents to take immediate steps to enact the legislation contemplated in the Convention. Such a resolution would ensure the effective co. operation of the more important producing countries, including the hitherto recalcitrant Governments of Germany, Austria-Hungary, and Turkey, and would almost inevitabi compel the adherence of all the neutral States not represented at the Peace Congress. Indeed, in the opinion of His Majesty's Government such a step would far towards securing that practically universal international co-operation which they have always regarded as a sine quâ non of any effective enforcement of the measures for the suppression of the illegal trade in opium and other habit- forming drugs.
